الملخص:
يعتبر نظام ادارة الجماعات المحلية من الدعائم الأساسية للمجتمعات الحديثة، وضرورة يقتضيها اتساع النشاط الإداري وتنوعه، لذا نجد أن الكثير من الدول اتجهت نحو تقسيم السلطات كزية والهيئات المحلية قصوالاختصاصات بين السلطة المرد تعاون الجهود الحكومية والشعبية لتحقيق كة المواطن في الشأن المحليالتعاون ، وتحسين مستوى الخدمات، فهذا النظام يؤدي الى تعزيز مشار عبر المجالس المنتخبة. وقد جاءت هذه الدراسة أساسا لإبراز المهام التي تضطلع بها الجماعات المحلية سواء الولاية أو البلدية في الجزائر، وتحديد مجال الصلاحيات المنوطة بها في ظل التعديلات القانونية التي تشهدها ، كز على العديد من الجوانب التي عدةع الجزائري قد ربهدف النهوض بمستوى الوحدة المحلية، فالمشر إضافة نوعية سواء على مستوى قانون الولاية والبلدية الجديد، وهذا بهدف القضاء على اختلالات التسيير التي أصبحت تعكس واقع معظم المحليات على المستوى الوطني. ABSTRACT : The system of management of local communities is one of the basic pillars of modern societies, and the necessity of the expansion of administrative activity and its diversity. Therefore, we find that many countries have tended to divide authorities and competencies between the central authority and the local authorities in order to cooperate government and popular efforts to achieve cooperation and improve the level of services. Enhancing citizen participation in local affairs through elected councils. This study is intended mainly to highlight the tasks undertaken by the local communities, whether the state or the municipality in Algeria, and to determine the scope of the powers entrusted to it in light of the legal amendments that it is witnessing in order to improve the level of local unity. The Algerian legislator has focused on many aspects, At the level of the new state and municipal law, in order to eliminate the imbalances of governance that have become the reality of most localities at the national level. |
