تعتبر الإدارة المحلية هي الخلية الأساسية للدولة وهي الجزء الهام من النظــــام الإداري في أي تقوم بتقديم الخدمات الأساسية للمواطنين وتحقيـــق التنمية المحلية. غير أن الإدارة المحلية في الجزائر تعاني من العديد من التحديات التي حـــدت من فاعليتها كالبيروقراطية والفساد الإداري ،لذلك سعت السلطات الوصية منـذ الاستقلال إلى القيام بالعديد من الإصلاحات لتحسين أداءها . لذلك تناولت هذه الدراسة تقييم جهود إصلاح الإدارة المحلية التي قامت بـــــها الدولة ومدى فاعليتها،وذلك من خلال الوقوف على أهم الإصلاحات التي مست الإدارة المحلية والمعوقات التي واجهت هذه الإصلاحات بالإضافة إلى الآفــاق المستقبلية لإصلاح الإدارة المحلية كمحاربة الفساد الإداري وتعزيز الحكــــــم Abstract Local administration is the basic unit of the state and a crucial part of the administrative system in any country, providing basic services to citizens and achieving local development. However, local administration in Algeria suffers from numerous challenges that limit its effectiveness, such as bureaucracy and administrative corruption. Therefore, since independence, the relevant authorities have sought to implement numerous reforms to improve its performance. This study therefore evaluates the state's local administration reform efforts and their effectiveness. This study examines the most important reforms affecting local administration, the obstacles they faced, and future prospects for local administration reform, such as combating administrative corruption and promoting good governance. |
