الملخص:
تهدف هذه الدراسة إلى تحليل أثر الهندسة الانتخابية في تفعيل المشاركة السياسية في الجزائر ، من خلال فهم العلاقة بين تصميم النظام الانتخابي واستجابة المواطنين للمشاركة السياسية. وقد تم تسليط الضوء على الكيفية التي تسهم بها القوانين الانتخابية وشروط الترشح وآليات التصويت في تحفيز أو تثبيط المشاركة الشعبية، كما ركزت الدراسة على مشكلة العزوف الانتخابي خاصة في ظل السياق السياسي والاجتماعي الجزائري، وسعت إلى تقييم فعالية الإصلاحات القانونية والدستورية المتعاقبة في الحد من هذه الظاهرة، تم تحليل التجربة الانتخابية الجزائرية وخاصة رئاسيات 2024. خلصت الدراسة إلى أن الهندسة الانتخابية تمثل أداة استراتيجية لتعزيز الشرعية والاستقرار السياسي، غير أن فعاليتها تبقى مشروطة بإرادة سياسية صادقة وبتوافر بيئة ديمقراطية حقيقية ؛ وانتهت بتوصيات تدعو إلى تعزيز الشفافية، وتوسيع قاعدة التمثيل، وتفعيل أدوار الفاعلين السياسيين بهدف تحقيق مشاركة سياسية فعالة ومستدامة. The Impact of Electoral Engineering On Political Participation in Algeria ABSTRACT: This study aims to analyze the impact of electoral engineering in activating political participation in Algeria, by understanding the relationship between the design of the électoral system and citizens' response to political participation. The study highlighted how electoral laws, candidacy conditions, and voting mechanisms contribute to stimulating or discouraging popular participation. The study also focused on the issue of electoral reluctance, especially in light of the Algerian political and social context, and sought to assess the effectiveness of successive legal and constitutional reforms in reducing this phenomenon, and analyzed the Algerian electoral experience, especially the 2024 presidential elections. The study concluded that electoral engineering represents a strategic tool to enhance legitimacy and political stability, but its effectiveness remains conditional on a sincere political will and the availability of a genuine democratic environment; it concluded with recommendations calling for enhancing transparency, expanding the base of representation, and activating the roles of political actors in order to achieve effective and sustainable political participation. |
