الملخص:
تهدف هذه الدراسة إلى تحديد الإطار النظري للاقتصاد الرقمي والتنمية المستدامة مع تسليط الضوء على واقعهما في الجزائر. ذلك عن طريق تحليل أهم مؤشرات المتغيرين، وتقييم جاهزية البنية التحتية للاندماج في الاقتصاد الرقمي ومدى التحول الرقمي في الجزائر. علاوة على ذلك، نسعى لمعرفة إذا ما كان للاقتصاد الرقمي دور فعال في تحقيق التنمية المستدامة في الجزائر. وأظهرت الدراسة أن نتائج مؤشر الأمم المتحدة للتنمية المستدامة في الجزائر لا تعكس الواقع المتدني لمستوى معيشة الأفراد، كما أن مؤشرات الاقتصاد الرقمي التي تظهر ضعيفة تشير إلى ضعف التحول الرقمي في الجزائر. إضافةً إلى ذلك، فإن اندماجها في الاقتصاد الرقمي ما زال في مراحله الأولية مما يعرقل دوره المحتمل في تحقيق التنمية المستدامة، حيث أن تدفق الإنترنت ضعيف مقارنةً بما تتطلبه تطبيقات الاقتصاد الرقمي وتكنولوجيا المعلومات والاتصالات. أظهرت الدراسة الإحصائية وجود ارتباط ذو دلالة إحصائية بين الاقتصاد الرقمي والتنمية المستدامة. Abstract : By addressing the primary indicators of the two variables, this study seeks to define the theoretical framework of sustainable development and the digital economy while acknowledging their realities in Algeria. The study also assesses the infrastructure's preparedness for integration into the digital economy, the extent to which it is changing in Algeria, and—most importantly—whether the digital economy actually plays a useful role in attaining sustainable development in Algeria. The study comes to the conclusion that both the digital economy indicators and the United Nations index for sustainable development in Algeria do not accurately represent the actual state of the population's low living conditions. Algeria's digital economic integration is still in its infancy, which reduces its potential contribution to sustainable development. Consequently, the Internet traffic is inadequate in comparison to the requirements of IC technology and applications for the digital economy. This study verified that there is a statistically significant correlation between sustainable development and the digital economy. |
