سياسة الإصلاح الاداري واليات إدماج الحوكمة المحلية في الجزائر
الملخص: اعتمدت الدولة الجزائرية آلية الاصلاح كعملية حضارية شاملة تعتمد على قدرات سياسية وقدرة إدارية فعالة ومن بين أهم المجالات التي نالت اهتمام المشرع الجزائري قانون البلدية 10/11الذي يهدف إلى تنظيم الإدارة المحلية وتحقيق التنمية. كما تعتبر الحوكمة المحلية هي نظام الإدارة الذي يركز على تطبيق مبادئ الحكم الرشيد من خلال اتخاذ القرارات و تنفيذها بالاظافة إلى تحسين الأداء المؤسستي ومنع الفساد. ان الغاية من الحوكمة خلق بيئة عمل تتسم بالنزاهة، المسؤولية، والشفافية مما يعود بالنفع على المؤسسة؛ أصحاب المصلحة؛ الاقتصاد والمجتمع ككل. Administrative reform policy and mechanisms for integrating local governance in Algeria Abstract : The Algerian state has adopted the reform mechanism as a comprehensive civilization process that relies on political and effective administrative capacity, and among the most important areas that have attracted the attention of the Algerian legislator, is the municipal law 11/10, which aims to organize local administration and achieve development. Local governance is considered a management system that focuses on applying the principles of good governance through decision-making and implementation, in addition to improving institutional performance and preventing corruption. The ultimate goal of governance is to create a work environment characterized by integrity, responsibility, and transparency, which benefits the institution, stakeholders, the economy, and society as a whole. |
