تناولت المذكرة موضوع الهيئات الاستشارية في الجزائر، باعتبارها أدوات فعالة لتعزيز المشاركة في اتخاذ القرار وتحقيق الديمقراطية التشاركية. تم التركيز على الإطارين الدستوري والقانوني الذي ينظم هذه الهيئات، مع إبراز وظائفها ومكانتها ضمن المنظومة الإدارية والسياسية للدولة. كما ناقشت المذكرة نماذج من أبرز الهيئات، مثل المرصد الوطني للمجتمع المدني والمجلس الوطني لحقوق الإنسان، موضحة أدوارهما في ترقية القيم الديمقراطية، حماية الحقوق، ودعم المجتمع المدني، في ظل التعديلات الدستورية الأخيرة خاصة في دستور 2020. . The memorandum addressed the topic of advisory bodies in Algeria, considering them effective tools for promoting participation in decision-making and achieving participatory democracy. The focus was on the constitutional and legal frameworks regulating these bodies, highlighting their functions and position within the state's administrative and political system. The memorandum also discussed models of prominent bodies, such as the National Observatory for Civil Society and the National Council for Human Rights, explaining their roles in promoting democratic values, protecting rights, and supporting civil society, in light of recent constitutional amendments, particularly the 2020 Constitution. Le mémorandum aborde la question des organes consultatifs en Algérie, en tant qu’outils efficaces pour renforcer la participation à la prise de décision et parvenir à la démocratie participative. L’accent a été mis sur les cadres constitutionnels et juridiques régissant ces organismes, en soulignant leurs fonctions et leur position au sein du système administratif et politique de l’État. Le mémorandum a également évoqué des exemples d’organismes de premier plan, tels que l’Observatoire national de la société civile et le Conseil national des droits de l’homme, expliquant leur rôle dans la promotion des valeurs démocratiques, la protection des droits et le soutien de la société civile, à la lumière des récents amendements constitutionnels, en particulier la Constitution de 2020. |
