ملخص:
يُعد المحاسب العمومي أحد الفاعلين الرئيسيين في المنظومة المالية للدولة، حيث يُناط به تنفيذ العمليات المالية والمحاسبية طبقًا للقوانين والتنظيمات المعمول بها. تتمثل مهامه الجوهرية في تحصيل الإيرادات، وصرف النفقات، ومسك السجلات المحاسبية، وحفظ الوثائق المالية، والتأكد من شرعية العمليات المالية. كما يتحمل المحاسب العمومي مسؤولية شخصية ومالية عن كل خلل أو نقص في الأموال أو الوثائق التي يديرها. وتمتد مسؤوليته إلى التدقيق في الوثائق المحاسبية، التحقق من صحة الأوامر الصادرة عن الآمر بالصرف، وضمان مطابقة العمليات المالية للقواعد المحاسبية. وتخضع أعماله لمراقبة داخلية وخارجية من طرف الهيئات المختصة، أبرزها مجلس المحاسبة. كلمات مفتاحية:الإيرادات، النفقات، المسؤولية الشخصية، السجلات المحاسبية، التدقيق، مطابقة العمليات، مجلس المحاسبة Abstract : The public accountantisconsidered one of the key actors in the state’sfinancial system, as they are entrustedwithexecutingfinancial and accountingoperations in accordance with applicable laws and regulations. Theircoredutiesinclude revenue collection, expendituredisbursement, bookkeeping, financial document preservation, and ensuring the legality of financialoperations. The public accountantalsobearspersonal and financialliability for anydeficiency or irregularity in the funds or documents undertheir management. Theirresponsibilityextends to auditingaccounting documents, verifying the validity of ordersissued by the authorizingofficer, and ensuring the conformity of financialoperationswithaccounting standards. Theirworkissubject to bothinternal and externaloversight by competent bodies, mostnotably the Court of Auditors. |
