الملخص:
تتناول هذه المذكرة تحليل دور جماعات الضغط، وبخاصة لجنة الشؤون العامة الأمريكية الإسرائيلية (AIPAC)، في توجيه السياسة الخارجية الأمريكية. تنطلق الدراسة من تساؤل محوري حول مدى تأثير الأيباك في ترسيخ بعض القضايا كأولويات دائمة في السياسة الخارجية الأمريكية، لا سيما في الشرق الأوسط. توزعت الدراسة على ثلاثة فصول تناولت الإطار النظري، النشأة والتطور التنظيمي للأيباك، ثم أمثلة تطبيقية على تأثيرها العملي، مثل قرار نقل السفارة إلى القدس، والانسحاب من الاتفاق النووي الإيراني. خلصت المذكرة إلى أن الأيباك تمثل نموذجًا فعّالًا لجماعة ضغط تتحرك بمرونة بين المؤسسات الأمريكية، وأن استمرار تأثيرها يرتبط بتحولات سياسية داخلية ومجتمعية. abstract : This thesis analyzes the role of lobbying groups—particularly the American Israel Public Affairs Committee (AIPAC)—in shaping U.S. foreign policy. It raises the core question of how far AIPAC has succeeded in making certain issues fixed priorities in American diplomacy, especially in the Middle East. The study is structured around three chapters addressing theoretical foundations, AIPAC's development and structure, and practical case studies such as the U.S. embassy move to Jerusalem and the withdrawal from the Iran nuclear deal. It concludes that AIPAC is a powerful lobbying group operating within American institutions, and its influence depends on internal political shifts and societal changes. |
