ملخص:
تتناول هذه الدراسة تسليط الضّوء على ظاهرة خصخصة الأمن التي تتزايد معها أدوار الشركات العسكرية والأمنية الخاصة في إدارة النزاعات المسلحة الداخلية، وذلك بوصفها من أهم الشركات التي أصبحت تتمركز بقوة في الدول التي تعاني من التدهور والانفلات الأمني للتعبير عن مصالح وأهداف قوى خارجية، وتعتبر هذه الشركات من الفواعل النزاعية العنيفة من غير الدول. كما تحاول هذه الدراسة البحث في مدى أسباب انتشار هذه الظاهرة وانعكاساتها السلبية على الاستقرار الداخلي للدول، وأهم الإشكالات السياسية والأمنية والأطر القانونية المترتبة عن تداخلاتها. وعليه فإنها تسعى في الفصل التطبيقي لدراسة حالة تدخل مجموعة فاغنر الروسية ودورها في توسيع المعضلة الأمنية الداخلية في ليبيا وإعاقة مسار إعادة بناء الدولة. Abstract This study examines the phenomenon of the privatization of security ,which is accompanied by the increasing role of private millitary and security companies in managing internal armed conflicts ,as they have become some of the most significant companies concentrated in countries suffering from deterioration objectives of external powers VNSA.Violent non -state actors in conflict.This study also attempts to in vestigate the reasons behind the spread of this phenomenon and its negative repercussions on the internal stability of countries,as well as the main political and security issues and the legal frame works resulting from its provid a practical section studing the case of the russian wagner group's intervention in exacerbating the internal srcurity dilemma in libya and hindering the process of state reconstruction. |
