الملخص:
حظِي القطاع الاقتصادي بمكانة استراتيجية في الجزائر خاصة عقب سلسلة الاصلاحات الاقتصادية التي شرعت فيها الدولة بهدف تحقيق الانفتاح والاندماج في الاقتصاد العالمي، ومواكبة متطلبات التنمية المستدامة، وفي هذا السياق، عملت الحكومة الجزائرية على تعزيز مناخ الاستثمار من خلال سن تشريعات ملائمة، وتوفير حوافز وامتيازات متعددة عبر أجهزة وهيئات مختصة تسهر على دعم المستثمرين ومرافقتهم بما يتماشى مع التحولات الاقتصادية الوطنية والدولية، وعليه جاءت هذه الدراسة لتبرز ولاية سعيدة كأحد الفضاءات الاستثمارية التي تسعى إلى استقطاب المشاريع الاستثمارية، بفضل ما تملكه من مؤهلات طبيعية بشرية واقتصادية، غير أن الواقع يكشف مجموعة من التحديات التي تعيق تحقيق أداء استثماري فعّال، تتوزع بين اشكالات بيروقراطية، ضعف البنية التحتية، ونقص روح المقاولاتية لدى بعض المستثمرين المحليين. Abstract: The economic sector has held a strategic position in Algeria, particularly following a series of economic reforms initiated by the state with the aim of achieving openness and integration into the global economy, as well as keeping pace with the requirements of sustainable development. In this context, the Algerian government has worked to improve the investment climate by enacting appropriate legislation and offering various incentives and advantages through specialized bodies and institutions responsible for supporting and assisting investors, in line with both national and international economic transformations. Accordingly, this study aims to highlight the wilaya of Saida as one of the investment areas striving to attract investment projects, thanks to its natural, human, and economic potential. However, the reality reveals a number of challenges that hinder the achievement of effective investment performance, ranging from bureaucratic obstaclesand weak infrastructure to a lack of entrepreneurial spirit among some local actors. |
