الملخص:
تُعد البيروقراطية آلية تنظيمية تهدف إلى تحقيق الكفاءة والانتظام في إدارة الشؤون العامة، غير أنها تتحول في الدول المتخلفة إلى عائق بنيوي أمام التنمية ففي ظل ضعف المؤسسات وغياب الشفافية تتحول البيروقراطية إلى بيئة خصبة للفساد، وتكريس المحاباة، وتضخيم الهياكل الإدارية، ما يؤدي إلى بطء في اتخاذ القرار، وتعقيد الإجراءات، وإقصاء الكفاءات، كما تساهم في تعطيل المبادرات الفردية والابتكار بفعل طغيان الإجراءات الشكلية على الفعالية العملية وفي المجتمعات التي تعاني من ضعف في الثقافة القانونية والمؤسساتية تصبح البيروقراطية أداة للهيمنة السياسية والاجتماعية مما يعمق الفجوة بين الدولة والمواطن وعلى المدى الطويل تعزز البيروقراطية غير الرشيدة التبعية الاقتصادية، وتُجهض جهود الإصلاح. لذا فإن إصلاح البيروقراطية يمثل شرطًا ضروريًا لأي مشروع تنموي جاد في الدول المتخلفة. الكلمات المفتاحية: البيروقراطية؛ الدول المتخلفة؛ التنمية السياسية؛ الإصلاح الإداري. Abstract : Bureaucracy is an organizational mechanism aimed at achieving efficiency and order in the management of public affairs. However, in underdeveloped countries, it often becomes a structural obstacle to development. In the context of weak institutions and lack of transparency, bureaucracy turns into a fertile ground for corruption, favoritism, and the inflation of administrative structures. This leads to delays in decision-making, the complication of procedures, and the exclusion of qualified individuals. Moreover, it hampers individual initiatives and innovation due to the dominance of formal procedures over practical effectiveness. In societies suffering from a weak legal and institutional culture, bureaucracy becomes a tool of political and social domination, thereby deepening the gap between the state and the citizen. In the long term, irrational bureaucracy reinforces economic dependency and undermines reform efforts. Therefore, bureaucratic reform constitutes a necessary condition for any serious developmental project in underdeveloped countries.
