ملخص :
تعتبر الديمقراطية التشاركية في الجزائر، والمكرسة دستوريا بموجب التعديل الدستوري لسنة 2016،والتعديل الدستوري 2020 وسيلة مكملة للديمقراطية التمثيلية. لكن الواقع يصطدم أمام جملة من العراقيل والمشاكل التي تحد من مشاركة الفواعل المحلية، كالمجتمع المدني والمواطن في تكريس المقاربة التشاركية على مستوى الجماعات المحلية. وهذا ما تسعى إليه هذه الدراسة، من خلال تسليط الضوء على أهمية تكريس هذه الديمقراطية على مستوى الجماعات المحلية من قبل فواعل تطبيقية، وأهم العراقيل والمشاكل التي تحد من تجسيدها وتفعيلها، ومحاولة إعطاء بعض الحلول والمقترحات لتجاوز تلك المعوقات. كما تم الاعتماد على مجموعة من المناهج أهمها المنهج الوصفي لأنه يلاءم تقرير الحقائق وسرد المعلومات حول الموضوع. حيث جاءت هذه الدراسة لتؤكد على ضرورة تكريس الديمقراطية التشاركية في الجماعات المحلية من خلال الفواعل المحلية، ووضع بعض التصورات والأفكار التي قد تساعد في تجسيدها وتثبيتها. Abstract: Participatory democracy in Algeria, constitutionally enshrined in the 2016 constitutional amendment,and 2020 constitutional amendment is a complement to representative democracy, but the reality is facing a host of obstacles and problems that limit the participation of local actors, such as civil society, the private sector and citizens, in fostering participatory approaches at the community level. This is what this study seeks by highlighting the importance of devoting this democracy at the local community level before informal factors, the most important obstacles and problems that limit its embodiment and activation, and trying to give some solutions and suggestions to overcome those obstacles. A range of approaches were also relied upon, the most important of which is the descriptive approach, as it fits in the fact-finding and the narrative of information on the subject. The study emphasized the need to enshrine participatory democracy in local communities through local action, and to develop some ideas that might help to embody it and consolidate it. |
