التوقيع الإلكتروني يعزز جودة الخدمات العمومية في الجزائر عبر تسريع الإجراءات وتقليل التكاليف والبيروقراطية. يتوفر بأنواع ومستويات أمان مختلفة، وله حجية قانونية مساوية للتوقيع اليدوي. يواجه نقصًا في التشريعات المنظمة مقارنة بدول أخرى، مع وجود حماية قانونية ضد التزوير والاعتداءات على الأنظمة الرقمية. توجد سلطات مختصة مسؤولة عن التصديق الإلكتروني وضمان سلامته. تطوير الإطار القانوني والتنظيمي ضروري لتعزيز الثقة وتحسين الأداء الحكومي الرقمي. Summary: Electronic signatures contribute significantly to enhancing the quality of public services in Algeria by expediting administrative procedures and reducing associated costs and bureaucratic burdens. They are available in various forms and security levels and possess legal validity equivalent to that of handwritten signatures. However, there exists a deficiency in comprehensive regulatory frameworks compared to other countries, despite the presence of legal safeguards against forgery and cyber-attacks. Specialized authorities are entrusted with the responsibility of electronic certification and ensuring its integrity. The development of a robust legal and regulatory framework is imperative to strengthen trust and improve the efficiency and effectiveness of digital government operations. |
