ملخص الدراسة
يُعد مبدأ الإعلام والمشاركة ركيزةً أساسيةً للحوكمة البيئية الحديثة، إذ يُمكّن الأفراد والمجتمع المدني من الوصول إلى المعلومات البيئية المتعلقة بالمشاريع والسياسات والأنشطة التي تؤثر على البيئة. ويضمن هذا المبدأ حق المواطنين في معرفة المخاطر والآثار المحتملة لقرارات الحكومية أو الاستثمار، مما يُعزز الشفافية ويرسخ الثقة بين مؤسسات الدولة والمجتمع. كما أن إشراك الجمهور في مراحل التخطيط واتخاذ القرار يساهم في تطوير حلول بيئية أكثر قبولاً وفعالية، إذ تُقدم منظوراً متنوعاً وتعكس الاحتياجات الحقيقية للمجتمعات المحلية. علاوةً على ذلك، تُعدّ المشاركة المجتمعية أداةً فعّالة في الوقاية من النزاعات البيئية قبل وقوعها، وتُشجع على السلوك البيئي المسؤول الذي يُسهم في تحقيق التنمية المستدامة. Study Summary The principle of information and participation is a fundamental pillar of modern environmental governance, enabling individuals and civil society to access environmental information related to projects, policies, and activities that affect the environment. This principle guarantees citizens' right to know the potential risks and impacts of government or investment decisions, enhancing transparency and building trust between state institutions and society. Involving the public in the planning and decision-making stages also contributes to the development of more acceptable and effective environmental solutions, as it provides a diverse perspective and reflects the real needs of local communities. Furthermore, community participation is an effective tool for preventing environmental conflicts before they occur and encourages responsible environmental behavior that contributes to achieving sustainable development. |
