الملخص:
تعتبر الرقابة البرلمانية على أعمال الحكومة بطبيعتها الدستورية جزءا هاما في النظام الرقابي للدولة، فهي آلية قانونية يمكن من خلالها للبرلمان أن يقوم بوظيفة سياسية لمراقبة أعمال الحكومة وذلك بهدف تحقيق أهداف عامة وأخرى خاصة. وبغض النظر عن خصائص الرقابة البرلمانية أو أنواعها -رقابة غير رسمية ورقابة رسمية- لقيت الرقابة اهتماما تشريعيا كبيرا وذلك نظرا لحساسية الدور الذي تحققه في كامل الميادين. يقوم البرلمان بممارسة عملية الرقابة البرلمانية على أعمال الحكومة من خلال الاعتماد على وسائل رقابية، وكذا تبسيط شروط تفعيلها و إجراءات مباشرتها، مع الإشارة أن تلك الوسائل من شأنها إما أن ترتب المسؤولية السياسية لأعضاء الحكومة أو لا ترتبها. Abstract The process of parliamentary oversight of the work of the government is by its constitutional nature an important part of the oversight system of the state, as it is a legal mechanism through which the parliament can perform a political function to monitor the work of the government in order to achieve public and private goals. Regardless of the characteristics or types of parliamentary oversight – in- formal oversight and formal oversight – oversight has received considerable le- gislative attention due to the sensitivity of the role it plays in all fields. Parliament exercises parliamentary oversight of the government's actions by relying on oversight methods, as well as simplifying the conditions for their activa- tion and the procedures for their exercise, noting that these methods would either entail or not entail the political responsibility of the members of the government |
