الملخص
تُعد نفايات الخدمات الصحية من بين أخطر أنواع النفايات لما تحمله من تهديدات على الصحة العامة والبيئة. وفي هذا السياق، تسعى الجزائر إلى تبني إستراتيجية تنمية مستدامة تهدف إلى التسيير العقلاني لهذه النفايات، وذلك في إطار الحفاظ على الموارد، حماية البيئة، وتحقيق العدالة البيئية بين الأجيال. ترتكز هذه الإستراتيجية على عدة محاور أهمها: الفرز عند المصدر، الجمع والنقل الآمن، المعالجة، والتخلص النهائي. كما تعتمد على منظومة تشريعية وتنظيمية متكاملة، تتقدمها نصوص قانونية مثل القانون رقم 01-19 المتعلق بتسيير النفايات، والقانون 03-10 المتعلق بحماية البيئة في إطار التنمية المستدامة. أظهرت دراسة ميدانية أن الواقع لا يزال يواجه عدة عراقيل، منها: نقص الموارد البشرية المدربة، غياب التنسيق بين المتدخلين، ونقص الوعي البيئي داخل المؤسسات الصحية. وبالتالي، فإن تفعيل هذه الإستراتيجية يتطلب تأهيل العنصر البشري، توفير الإمكانيات التقنية، وتكثيف الرقابة. تمثل هذه المقاربة خطوة هامة نحو حوكمة بيئية فعالة ومستقبل صحي آمن، يحترم متطلبات التنمية المستدامة ويوفق بين الأبعاد البيئية، الاقتصادية والاجتماعية. * Summary: Health service waste is among the most dangerous types of waste because of the threats it poses to public health and the environment. In this context, Algeria seeks to adopt a sustainable development strategy aimed at the rational management of this waste, within the framework of conserving resources, protecting the environment, and achieving environmental justice between generations. This strategy is based on several axes, the most important of which are: sorting at the source, safe collection and transportation, processing, and final disposal. It also relies on an integrated legislative and regulatory system, preceded by legal texts such as Law No. 01-19 on waste management, and Law No. 03-10 on environmental protection within the framework of sustainable development. A field study showed that the reality still faces several obstacles, including: a lack of trained human resources, a lack of coordination between stakeholders, and a lack of environmental awareness within health institutions. Therefore, activating this strategy requires qualifying the human element, providing technical capabilities, and intensifying oversight. This approach represents an important step towards effective environmental governance and a safe, healthy future that respects the requirements of sustainable development and reconciles environmental, economic and social dimensions. |
