شهدت الجزائر في السنوات الأخيرة تحولًا تدريجيًّا نحو تبني آليات الإدارة الإلكترونية في تنظيم والانتخابات، كجزء من مساعيها لتحسين مصداقية العملية الديمقراطية، ومواكبة التطورات التكنولوجية العالمية، إلا أن هذا التحول يواجه تحديات تُنذر بضرورة تعزيز البنية التحتية الرقمية وبناء الثقة المجتمعية، حيث تشمل الإدارة الإلكترونية للانتخابات استخدام التقنيات الرقمية في جميع مراحل العملية الانتخابية، بدءًا من تسجيل الناخبين، مرورًا بالتصويت، ووصولًا إلى فرز النتائج، حيث تهدف هذه الآليات إلى الحد من الأخطاء البشرية وتعزيز الشفافية من خلال توفير بيانات مفتوحة وتخفيض التكاليف المرتبطة بالعمليات الورقية التقليدية. لتحقيق الانتقال الناجح نحو نظام انتخابي إلكتروني متكامل، اعتمدت الجزائر استراتيجية تعمل على تطوير البنية التحتية الرقمية، عبر توفير الإنترنت فائق السرعة في جميع المناطق، وتدريب الكوادر على إدارة الأنظمة، مع إصدار قوانين تجرّم الاختراقات الإلكترونية وتُحدد إجراءات الطعون في النتائج، كما أسندت العملية الإنتخابية برمتها إلى الهيئة المستقلة لمراقبة الانتخابات المستحدثة بموجب التعديل الدستوري لسنة 2020. Abstract: In recent years, Algeria has witnessed a gradual shift towards adopting electronic election management mechanisms as part of its efforts to improve the credibility of the democratic process and keep pace with global technological developments. However, this transformation faces challenges that point to the need to strengthen digital infrastructure and build community trust. Electronic election management includes the use of digital technologies at all stages of the electoral process, from voter registration, through voting, to the tallying of results. These mechanisms aim to reduce human error and enhance transparency by providing open data and reducing the costs associated with traditional paper-based processes. To achieve a successful transition to an integrated electronic electoral system, Algeria has adopted a strategy that works to develop the digital infrastructure by providing high-speed internet access across all regions, training personnel in systems management, issuing laws criminalizing cyber breaches and defining procedures for appeals of results. It has also entrusted the entire electoral process to the Independent Election Monitoring Authority, established by the 2020 constitutional amendment. |
