ملخص:
تتناول هذه الدراسة موضوع رقمنة والتطبيقي. في الفصل الأول، يتم التأسيس للمفاهيم النظرية حول الرقمنة، أهدافها، عناصرها، مراحلها، ونماذجها المختلفة، مع تخصيص محور خاص لرقمنة القطاع الصحي من حيث المفهوم، الأهمية، والتحديات المرتبطة بها. أما الفصل الثاني، فيركّز على واقع التحول الرقمي في القطاع الصحي الجزائري، من خلال إبراز التجربة الوطنية في هذا المجال، والفرص المتاحة، إلى جانب التحديات والمزايا المرتبطة بتنفيذ الاستراتيجية الرقمية، مع التطرق للأبعاد القانونية والمؤسساتية المنظمة لها. تسعى الدراسة إلى إبراز أهمية الرقمنة كوسيلة فعالة لتطوير الأداء الصحي وتحقيق خدمة نوعية للمواطن. Summary: This study addresses the topic of digitization in the health sector through a comprehensive approach that includes both conceptual and practical frameworks. The first chapter lays the foundation for theoretical concepts related to digitization—its goals, elements, stages, and various models—while dedicating a specific section to the digitization of the health sector in terms of its definition, significance, and associated challenges. The second chapter focuses on the reality of digital transformation in the Algerian health sector, highlighting the national experience in this field, the available opportunities, as well as the challenges and benefits of implementing the digital strategy, in addition to examining the legal and institutional dimensions that govern it. The study aims to emphasize the importance of digitization as an effective means of enhancing health performance and delivering quality services to citizens. |
