الملخص:
يهدف هذا البحث إلى دراسة فلسفة التسيير العمومي الجديد، انطلاقا من المراحل التي مر وتطوراته التاريخية وصولا لتعريف عام وشامل، يراعي متطلبات كل بيئة داخليا وخارجيا ويوضح دواعي الانتقال من نموذج تسييري إلى أخر بإتباع مجموعة من الإصلاحات لمواجهة مختلف الصعوبات والعوائق المرتبطة بالفساد والبيروقراطية السلبية عن طريق تجسيد مبادئ التسيير العمومي الحديث، وخصائصه المتمثلة أساسا في مبدأ المنافسة واعتماد المبادئ بتطبيق التوجهات الجديدة للتسيير العمومي الجديد. Summary: This research aims to study the philosophy of the new public management, starting from the stages it has gone through and its historical developments, arriving at a general and comprehensive definition, taking into account the requirements of each internal and external environment and clarifying the reasons for moving from one management model to another by following a set of reforms to confront the various difficulties and obstacles associated with corruption and negative bureaucracy by embodying the principles of modern public management, and its characteristics represented mainly in the principle of competition and adopting the principles by applying the new directions of the new public management. |
