تتمحور هذه الدراسة حول إشكالية عسكرة الذكاء االصطناعي واألسلحة الذاتية كمتغري
اسرتاتيجي يعيد تشكيل بنية القوة وعقائد احلروب يف النزاعات املعاصرة، هتدف الدراسة إىل حتليل األبعاد املفاهيميةهلذه التقنية، واختبار مدى كفاءة ومرونة قواعد القانون الدويل اإلنساين (قانون كيز على حتليل فجوة املسؤولية السياسية واجلنائية عن غياب السيطرةاحلرب) يف صنعها مع الرت البشرية يف اختاذ قرار القتل. كما تطرقت للمواقف الدولية واآلراء املتعلقة هبذه األسلحة فقد بينت االنقسام بني احلظر والتقييد، ورغبة البعض يف تطوير واستخدام(LAWS)واجلهود املبذولة من طرف الدول واملنظمات الدولية غري احلكومية إلنشاء معاهدات خاصة هبذا النوع من األسلحة. Abstract This study centers on the issue of the militarization of artificial intelligence and autonomous weapons as a strategic variable that is reshaping the power structure and warfare doctrines in contemporary conflicts. The study aims to analyze the conceptual dimensions of this technology and test the efficiency and flexibility of the rules of International Humanitarian Law (the law of war) in addressing it, with a specific focus on analyzing the gap in political and criminal accountability resulting from the absence of human control over lethal decision-making. Furthermore, the study addresses the international positions and perspectives regarding these weapons, highlighting the division between total prohibition and regulation, alongside the desire of certain actors to develop and deploy Lethal Autonomous Weapons Systems (LAWS). Finally, it examines the ongoing efforts made by states and non-governmental international organizations to establish specific treaties governing this type of weaponry. |
