يهدف نظام التعويض عن الأضرار البيئية إلى حماية البيئة من خلال تعويض الأضرار بعد وقوعها، مع التركيز أيضًا على الوقاية لتقليل المخاطر قبل حدوثها، ويعتمد على وسائل قانونيّة واقتصاديّة وتقنيّة حديثّة.
من أهم هذه الوسائل التأمين البيئي، الذّي يضمن تعويضًا سريعاً، لكنه يتطلب الالتزام بإجراءات وقائية لتفادي الأضرار، وفي الحالات التي يصعب فيها تحديد المسؤول أو عند عجزه عن الدفع، تتدخل صناديق التعويض لتغطية الخسائر. في النهاية، يُعد التعويض أداة أساسّية لحماية البيئة، لكنه يحتاج إلى تطبيق فعّال مدعوم بالقوانين والتقنيات ونشر الوعي البيئي لضمان استدامة للموارد الطبيعية. Summary: The environmental damage compensation system aims to protect the environment. It focuses on how to reduce risks before they occur , and it focuses on modern economic, legal, and technological means. Environmental insurance is among these means since it provides swift compensation. In addition , it requires compliance with preventive measures to avoid any possible damage. If the responsible party can not pay or is difficult to identify, compensation funds are used to cover the losses. Compensation is considered an important tool for protecting the environment. It requires laws, technologies, and environmental awareness to support its implementation and the sustainability of natural resources. |
