الملخص
تهدف هذه الدراسة إلى تسليط الضوء على دور الصيد البحري في تحقيق الأمن الغذائي في الجزائر، مع التركيز على الإطار القانوني والتنظيمي وآليات حماية البيئة البحرية. تناولت الدراسة مختلف التشريعات الوطنية، خاصة القانون رقم 01-11، وبينت مدى مساهمتها في ضبط نشاط الصيد البحري وضمان استدامة الموارد البحرية. كما تناولت أهمية تطوير تربية المائيات كبديل استراتيجي لتخفيف الضغط على المخزون السمكي الطبيعي. توصلت الدراسة إلى أن فعالية هذه المنظومة القانونية تظل رهينة بمدى كفاءة الهيئات الرقابية وصرامة تطبيق العقوبات الرادعة، مع ضرورة عصرنة أسطول الصيد وتكثيف جهود التكوين والتأطير المهني لضمان تنمية مستدامة للقطاع وتعزيز الأمن الغذائي الوطني. Abstract This study aims to highlight the role of marine fisheries in achieving food security in Algeria, focusing on the legal and regulatory framework and mechanisms for protecting the marine environment. The research reviews various national legislations, particularly Law No. 01-11, and evaluates their contribution to regulating fishing activities and ensuring the sustainability of marine resources. It also addresses the importance of developing aquaculture as a strategic alternative to relieve pressure on natural fish stocks. The study concludes that the effectiveness of this legal system depends on the efficiency of regulatory bodies and the strict enforcement of deterrent penalties, emphasizing the need to modernize the fishing fleet and intensify professional training and supervision to ensure the sector's sustainable development and enhance national food security. |
