ملخص:
يعتبر التوقيع الالكتروني تقنية ووسيلة اثبات للعقود والمعاملات التي تبرم عبر وسائل الكترونية يغيب عنها الوجود المادي كونه ضرورة لمواكبة التطور التكنولوجي الحاصل الهدف منه رفع مستوى الثقة والامان سواء كان في المعاملات الدولية أو المحلية. وبالرغم من جملة التحديات التي تواجهه الا ان له دور بارز في تحسين خدمات المرافق العامة وعصرنتها ويبرز ذلك جليا من خلال مساهمته ودوره الفعال في تبسيط الاجراءات الادارية وسرعة انجازها دون حاجة للحضور الشخصي بالإضافة إلى تعزيز مبدا الشفافية والقضاء على البيروقراطية والفساد الإداري. زيادة على مساهمته في خفض التكاليف والاعباء المالية كالتقليل من نفقات الطباعة والورقة على سبيل المثال، كما يعتبر وسيلة حماية عالية للبيانات محققا بذلك خاصية عدم الانكار. Abstract: Digital signatures are a technical means of verifying contracts and transactions conducted electronically that lack a physical presence، as they are necessary to keep pace with ongoing technological developments. Their purpose is to enhance trust and security in both international and domestic transactions. Despite the many challenges it faces، it plays a prominent role in improving and modernizing public services. This is clearly evident through its contribution and effective role in simplifying administrative procedures and expediting their completion without the need for in-person attendance، in addition to promoting the principle of transparency and eliminating bureaucracy and administrative corruption. In addition to its contribution to reducing costs and financial burdens، such as minimizing printing and paper expenses، for example It is also considered a high-level means of data protection، thereby achieving the feature of non-repudiation |
