ملخص
تتناول هذه المذكرة تأثير السياسة الخارجية للولايات المتحدة الأمريكية على توجهات السياسة الخارجية للمملكة العربية السعودية، مع التركيز على مرحلة ما بعد أحداث 11 سبتمبر 2001 باعتبارها مرحلة مفصلية في مسار العلاقات الثنائية بين البلدين. وتنطلق الدراسة من فرضية مفادها أن السياسة الخارجية الأمريكية، بما تمتلكه من أدوات عسكرية واقتصادية ودبلوماسية، تُعد عاملاً مؤثرًا في توجيه سلوك الدول الأخرى، ومن بينها المملكة العربية السعودية. تهدف الدراسة إلى تحليل محددات السياسة الخارجية الأمريكية تجاه السعودية، ودراسة آليات صنع القرار فيها، ثم رصد انعكاسات ذلك على توجهات السياسة الخارجية السعودية، خصوصًا في ما يتعلق بإعادة ترتيب الأولويات الاستراتيجية وتنويع الشراكات الدولية. وتخلص الدراسة إلى أن العلاقات الأمريكية–السعودية شهدت تحولات مهمة بعد 11 سبتمبر، اتسمت بإعادة صياغة بعض جوانب التعاون والتوتر، مع استمرار الطابع الاستراتيجي للعلاقة بين الطرفين. Summary This thesis examines the impact of United States foreign policy on the foreign policy orientations of the Kingdom of Saudi Arabia, with a particular focus on the post-September 11, 2001 period, which represents a turning point in bilateral relations. The study is based on the assumption that U.S. foreign policy, through its military, economic, and diplomatic instruments, significantly influences the external behavior of other states, including Saudi Arabia. The research analyzes the main determinants of U.S. foreign policy toward Saudi Arabia and explores the decision-making process within the United States, in order to assess its impact on Saudi foreign policy orientations, particularly regarding strategic priorities and the diversification of international partnerships. The study concludes that U.S.–Saudi relations experienced important transformations after 9/11, marked by shifts in cooperation and tensions, while maintaining their overall strategic character. |
