الملخص
يعتبر موضوع آليات الرقابة البرلمانية على أعمال الحكومة في ظل التعديل الدستوري الجزائري لسنة 2020، قد جاء لتعزيز الدور الرقابي للبرلمان وتكريس مبدأ التوازن بين السلطات، وقد دعم هذا التعديل مجموعة من الآليات الرقابية مثل الأسئلة البرلمانية، الاستجواب، لجان التحقيق، ومساءلة الحكومة، بما يضمن متابعة أكثر فعالية للعمل الحكومي. وتهدف الدراسة إلى تحليل هذه الآليات وتقييم مدى نجاعتها في الواقع العملي، مع إبراز أهم المستجدات الدستورية التي حملها التعديل الدستوري لسنة 2020، والتحديات التي قد تعيق تفعيل الرقابة البرلمانية بشكل كامل. كما تسعى إلى بيان دور هذه الآليات في تعزيز الشفافية والحكامة الجيدة. Abstract The study examines the mechanisms of parliamentary oversight of government actions under the 2020 Algerian constitutional amendment, which aimed to strengthen the parliament's oversight role and enshrine the principle of separation of powers. This amendment reinforced several oversight mechanisms, including parliamentary questions, interpellations, investigative committees, and holding the government accountable, thereby ensuring more effective monitoring of government performance. This study aims to analyze these mechanisms and assess their effectiveness in practice, highlighting the most significant constitutional developments introduced by the 2020 amendment and the challenges that may hinder the full implementation of parliamentary oversight. It also seeks to demonstrate the role of these mechanisms in promoting transparency and good governance. |
