انطلاقاً من الدراسة التي تناولت تفعيل الاتفاقيات الدولية الخاصة بحماية المناطق الرطبة في القانون الجزائري، تم التوصل إلى أن المناطق الرطبة تحظى بأهمية بيئية كبيرة، مما دفع المجتمع الدولي إلى إقرار عدة اتفاقيات لحمايتها، وعلى رأسها اتفاقية رامسار. وقد سعت الجزائر إلى تجسيد التزاماتها الدولية من خلال إدراج أحكام هذه الاتفاقيات ضمن تشريعاتها الوطنية وإنشاء هيئات مختصة بحماية البيئة والمناطق الرطبة، كوزارة البيئة وجودة الحياة والمديرية العامة للغابات. ورغم الجهود المبذولة، فإن حماية المناطق الرطبة لا تزال تواجه بعض الصعوبات المرتبطة بضعف التطبيق والرقابة، الأمر الذي يستدعي تعزيز آليات الحماية والتوعية البيئية لضمان المحافظة على هذه المناطق بصورة مستدامة.
Abstract :Based on the study on the implementation of international conventions for the protection of wetlands in Algerian law, it has been concluded that wetlands have significant environmental importance, which has led the international community to adopt several agreements for their protection, foremost among them the Ramsar Convention. Algeria has sought to fulfill its international commitments by incorporating the provisions of these agreements into its national legislation and by establishing specialized bodies for environmental and wetland protection, such as the Ministry of Environment and Quality of Life and the General Directorate of Forests. Despite the efforts made, the protection of wetlands still faces certain challenges related to weak implementation and monitoring, which calls for strengthening protection mechanisms and environmental awareness in order to ensure the sustainable preservation of these areas. |
