الملخص بالعربية :
تبحث هذه الدراسة في دور الوساطة القطرية بمختلف الوسائل والأدوات التي لجأت لها دولة قطر ,وعلى مدى الدور الذي لعبته الدوحة لتحقيق النتائج على الصعيدين الإقليمي و الدولي ,خاصة على المستوى الإعلامي فقد سخرت قطر كل السبل والطرق لدعم الاعلام بشكل عام ,والذي تعتبره أحد اهم وسائل القوة الناعمة القطرية ,كما هدفت الدراسة الى النظر لكيف تتعامل قطر مع النزاعات وماهي الأدوات التي تستعملها لحل الخلافات بين الأطراف المتنازعة بطرق سلمية دون الرجوع لاستعمال القوة العسكرية مع المحافظة على الامن والسلم الدوليين ,فقد تمكنت الدوحة من ابراز مكانتها كوسيط فعال في الساحة الدولية مع قدرتها على التعامل مع الأطراف المتنازعة بشكل سلس و معرفة كيفية التعامل معهم من خلال التفاوض ولم تركز الدوحة على قدراتها المالية الضخمة فقط فقد لجأت للاستثمارات و حضور المنتديات العالمية والإقليمية وكذلك المحالف الدولية والمساعدات الإنسانية وقد انتهت الدراسة بعدة نتائج نذكر منها ارتباط نجاح الوساطة القطرية بما سخرته الدوحة بكافة الوسائل وكذلك توفر الأدوات الإعلامية وأيضا المادية ولا ننسى العزيمة الاجتهاد الذي تبذله الدوحة لتحقيق غايتها ودورها الريادي في الهيئات الدولية والمحالف الدولية والإقليمية. Abstract This study examines the role of Qatari mediation through the various means and tools employed by the State of Qatar, as well as the extent of the role played by Doha in achieving results at both the regional and international levels. In particular, the study highlights the media dimension, as Qatar has devoted all possible means to supporting media in general, considering it one of the most important instruments of Qatari soft power. The study also aims to explore how Qatar deals with conflicts and the tools it uses to resolve disputes between conflicting parties through peaceful methods without resorting to military force, while maintaining international peace and security. Doha has succeeded in establishing its position as an effective mediator on the international stage through its ability to deal smoothly with conflicting parties and manage negotiations efficiently. Qatar did not rely solely on its vast financial capabilities; rather, it also made use of investments, participation in global and regional forums, international alliances, and humanitarian assistance. The study concluded with several findings, most notably that the success of Qatari mediation is closely linked to the comprehensive use of all available means, including media and material resources, as well as the determination and efforts exerted by Doha to achieve its objectives and strengthen its pioneering role within international and regional organizations and alliances. |
