الملخص
تتناول هذه الدراسة بالدراسة والتحليل الإطار القانوني والتنظيمي للميزانية العامة للدولة الجزائرية، مع التركيز على دور وزارة المالية في مرحلتي الإعداد والتنفيذ. تم الاعتماد على المنهج التحليلي من خلال دراسة التشريعات الوطنية، خصوصاً القانون العضوي رقم 15-18 والقانون رقم 07-23. فأظهرت النتائج أن الإصلاحات القانونية الحديثة أدت إلى تطوير آليات إعداد وتنفيذ الميزانية، غير أن التطبيق العملي يكشف عن تحديات إجرائية ومؤسساتية تتعلق بفعالية الرقابة، التنسيق القطاعي، ورقمنة العمليات المالية. توصي الدراسة بتكثيف التكوين وتبسيط الإجراءات. Abstract This study examines and analyzes the legal and regulatory framework of the Algerian State’s general budget, with a focus on the role of the Ministry of Finance in both the preparation and implementation phases. The analytical method was adopted by studying national legislation, particularly Organic Law No. 15-18 and Law No. 07-23. The findings reveal that recent legal reforms have enhanced the mechanisms for preparing and executing the budget. However, practical implementation highlights procedural and institutional challenges related to the effectiveness of oversight, sectoral coordination, and the digitization of financial processes. The study recommends intensified training and the simplification of procedures. |
