ملخص: تتناول هذه المذكرة موضوع آفاق تحسين الخدمات القانونية وتعزيز حق المحبوس في الاتصال في التشريع الجزائري، من خلال دراسة مدى فعالية الأحكام القانونية المنظمة لحق المحبوس في التواصل مع العالم الخارجي عبر الزيارات والمراسلات ووسائل الاتصال المختلفة، ومدى توافقها مع المعايير الدولية لحقوق الإنسان. كما تبحث الدراسة إمكانية تطوير هذه الخدمات بالاعتماد على الرقمنة من خلال اقتراح منصة E-prison لتسهيل إجراءات الاتصال وتنظيم الزيارات، وقد خلصت إلى أن تحديث آليات الاتصال داخل المؤسسات العقابية يمثل خطوة أساسية لتعزيز حقوق المحبوسين وتحقيق إعادة إدماجهم الاجتماعي.
Abstract: This dissertation addresses the prospects of improving legal services and strengthening prisoners' right to communication in Algerian legislation by examining the effectiveness of the legal provisions governing prisoners' communication with the outside world through visits, correspondence, and various means of communication, as well as their compliance with international human rights standards. The study also explores the possibility of developing these services through digitalization by proposing the E-prison platform to facilitate communication procedures and organize visits. The study concludes that modernizing communication mechanisms within correctional institutions constitutes an essential step toward enhancing prisoners' rights and achieving their social reintegration. |
