الملخص:
تعالج هذه المذكرة الإطار القانوني للمؤسسة العمومية الاستشفائية المتخصصة في الجزائر من خلال دراسة تنظيمها القانوني والإداري وآليات تسييرها. وتبرز طبيعتها كمؤسسة عمومية ذات طابع إداري مكلفة بتقديم خدمات صحية متخصصة لفئات محددة من المرضى. كما تتناول مختلف الهياكل المسيرة لها مثل الإدارة والمجلس الإداري والمجلس الطبي، وتعتمد هذه المؤسسات في عملها على تنظيم قانوني يضمن استمرارية المرفق العام الصحي وتحسين جودة الخدمات.وتخلص الدراسة إلى أهمية هذه المؤسسات في تعزيز فعالية المنظومة الصحية العمومية. This thesis addresses the legal framework of the Specialized Public Hospital Establishment in Algeria by studying its legal organization and management mechanisms. It highlights its nature as a public administrative institution responsible for providing specialized healthcare services to specific patient groups. It also examines its governing structures such as the administration, the board of directors, and the medical council, These institutions operate under a legal framework ensuring the continuity of public healthcare services and the improvement of service quality. The study concludes that these establishments play an important role in enhancing the efficiency of the public health system. |
