تناولنا في هدﻩ الدراسةموضوعاﻹطار المؤسساتي لﻼستثمار في الجزائر في ظل القانون رقم18-22، عتبارﻩ أحد أهم اﻹﺻﻼحات القانونية الرامية إلى تحسين مناخ اﻻستﺜمار وتعزيز جاذبية اﻻقتصاد الوطني.ʪ كزت الدراسة على بيان مفهوم اﻻستﺜمار ومبادﺋه العامة، ﺧاﺻة حرية اﻻستﺜمار، الشفافية، المساواةوقد ر بين المستﺜمرين، وتبسيﻂ اﻹجراءات اﻹدارية. كما عالجنا في هذﻩ الدراسةالمذكرة الهياكل المؤسساتية كالة الجزاﺋرية لترقية اﻻستﺜمار، من حيﺚ التنﻈيملﺲ الوطني لﻼستﺜمار والوĐالجديدة، وعلى رأسها ا والصﻼحيات والدور في مرافقة المستﺜمرين. وﺧلصﺖ الدراسة إلى أن القانون18-22يمﺜل ﺧطوة مهمة نحو تحديﺚ المنﻈومة اﻻستﺜمارية في الجزاﺋر،ﻏير أن فعاليته تبقى مرتبطة بحسن التطبيق العملي، وتقليص البيروقراطية، وتعزيز الرقمنة والشفافية. Abstract This dissertation examines the institutional framework for investment in Algeria under Law No. 18-22, as one of the main legal reforms aimed at improving the investment climate and enhancing the attractiveness of the national economy. The study focuses on the concept of investment and its main principles, including freedom of investment, transparency, equality between investors, and simplification of administrative procedures. It also analyzes the new institutional structures, particularly the National Investment Council and the Algerian Investment Promotion Agency, in terms of organization, powers, and their role in supporting investors. The study concludes that Law 18-22 represents an important step toward modernizing the Algerian investment system; however, its effectiveness depends on proper implementation, reducing bureaucracy, and strengthening digitalization and transparency. : |
