تناولت هذه الدراسة موضوع الجمارك الجزائرية ودورها في حماية الاقتصاد الوطني ومكافحة الجرائم الجمركية، من خلال دراسة تطبيقية بمفتشية أقسام الجمارك بسعيدة. وهدفت إلى التعرف على التنظيم الإداري لمصالح الجمارك والمهام الرقابية والجبائية التي تقوم بها، إضافة إلى إبراز مفهوم الجريمة الجمركية وأركانها وخصائصها في التشريع الجزائري.
اعتمدت الدراسة على المنهج الوصفي التحليلي، مع الاستناد إلى التربص الميداني بمختلف مصالح الجمارك، مما أتاح الوقوف على آليات الرقابة الجمركية والإجراءات المتبعة في مكافحة التهريب والمخالفات الجمركية. وخلصت الدراسة إلى أن إدارة الجمارك تلعب دورًا فعالًا في حماية الاقتصاد الوطني من خلال تطبيق التشريعات الجمركية، وتعزيز الرقابة الميدانية، والتنسيق مع الجهات الأمنية والقضائية، مع ضرورة تطوير الوسائل التقنية وتحديث الإدارة الجمركية لتحسين الأداء والفعالية. Haut du formulaire Bas du formulaire Abstract: This studyexamined the role of Algerian Customs in protecting the national economy and combating customs crimes through an appliedstudyconducted at the Customs DepartmentsInspectorate in Saida. It aimed to identify the administrative structure of customs services، as well as the supervisory and fiscal functionsentrusted to them،whilehighlighting the concept،elements، and characteristics of customs crimes under Algerian legislation.Thestudyadopted the descriptive-analyticalapproach and relied on field training withinvarious customs departments،whichenabled an in-depthunderstanding of customs control mechanisms and the proceduresfollowed in combatingsmuggling and customs violations. The findingsrevealedthat the customs administration plays a significantrole in safeguarding the national economythrough the implementation of customs legislation،strengtheningfield control، and coordinatingwithsecurity and judicialauthorities. The studyalsoemphasized the importance of developingtechnicalmeans and modernizing customs administration in order to enhance performance and efficiency. |
