يتناول هذا البحث النظام االنتخايب يف اجلزائر من خالل دراسة مفهومه وخصائصه وتطوره
كيز على اإلطار القانوينالتارخيي وأنواعه، مع الرتاملنظم ملختلف مراحل العملية االنتخابية، بدءا من التسجيل يف القوائم االنتخابية وشروط وإجراءات الرتشح واحلملة االنتخابية، مرورا بتنظيم عملية االقرتاع وضماانت نزاهتها وشفافيتها، وصوال إىل فرز األصوات وإعالن النتائج. كما يسلط الضوء على املنازعات واجلرائم االنتخابية والعقوابت املقررة هلا، ويربز دور السلطة الوطنية املستقلة لالنتخاابت يف اإلشراف على العملية االنتخابية ومحايتها قانونيا قبل االقرتاع وأثناءه وبعده، مبا يساهم يف تعزيز الشفافية والنزاهة واحرتام القواعد القانونية املنظمة لالنتخاابت يف اجلزائر. Abstract: This research examines the electoral system in Algeria by exploring its concept, characteristics, historical development, and types, with a particular focus on the legal framework governing the various stages of the electoral process. It addresses voter registration, candidacy requirements and procedures, and electoral campaigns, as well as the organization of voting and the legal guarantees ensuring its integrity and transparency, culminating in the counting of votes and the announcement of results. The study also highlights electoral disputes, electoral offences, and the penalties prescribed for them. Furthermore, it emphasizes the role of the Independent National Electoral Authority in supervising the electoral process and ensuring its legal protection before, during, and after voting, thereby contributing to the promotion of transparency, integrity, and compliance with the legal rules governing elections in Algeria. |
