الملخص:
لقد شهد نظام الإدارة المحلية تطورا كبيرا منذ نشأته إلى غاية وقتنا الحالي خاصة في ما عرفه هذا النظام من تعديلات في إطار الإصلاح الإداري الأخير الذي مس قانون الولاية والبلدية في مختلف المجالات: الاقتصادي الثقافي الاجتماعي السياسي والإداري و لقد حضي واقع التسيير المحلي في الجزائر باهتمامات كبيرة من طرف المشرع الجزائري الذي سعي إلى توفير آليات قانونية تضمن السير الحسن للجماعات المحلية لتصحيح اختلالات التسيير وفتح المشاركة أمام المواطن المحلي ولكن ما يميز الإدارة المحلية هو وجود رقابة وصائية للسلطة المركزية مما يجعل فكرة الاستقلالية في تسيير الشؤون المحلية نسبية وحتى يكون لهذا الإصلاح فعالية لا بد من تعزيز الرقابة اللاحقة على نشاطات البلدية اضافة إلى ضرورة الاستثمار في مجال الإعلام والاتصال لعصرنة الإدارة تخفيف من حدة البيروقراطية واخيرا الاعتماد على آليات الحكم الراشد لتوسيع مجال الإدارة المحلية و تحسين شؤون الأفراد و تنمية و ترقية المجتمع. Summary: The local administration system has witnessed significant development since its inception until the present time, especially in the amendments this system has known within the framework of the recent administrative reform that affected the state and municipal law in various fields: economic, cultural, social, political and administrative. The reality of local management in Algeria has received great attention from the Algerian legislator, who sought to provide legal mechanisms that guarantee the smooth running of local communities, to correct management irregularities and open participation to the local citizen. However, what distinguishes local administration is the presence of guardianship oversight by the central authority, which makes the idea of independence in managing local affairs relative. In order for this reform to be effective, subsequent oversight of municipal activities must be strengthened, in addition to the need to invest in the field of media and communication to modernize administration, reduce the severity of bureaucracy and finally rely on mechanisms of good governance to expand the scope of local administration, improve individual affairs, and develop and advance society. |
