ملخص:
الذكاء الاصطناعي يُعد أداة فعالة لتحسين جودة وكفاءة خدمات المرافق العامة، من خلال تسريع الإجراءات، تبسيط المعاملات، وتعزيز الشفافية. تشمل أبرز تطبيقاته أنظمة التشخيص الذكي في قطاع الصحة، تنظيم حركة المرور في النقل، وتوظيف الحلول الرقمية في العدالة والإدارة. غير أن تطبيق هذه التكنولوجيا يواجه جملة من التحديات، منها القانونية المرتبطة بغياب إطار تشريعي واضح، والإدارية الناتجة عن ضعف البنية التحتية الرقمية ونقص الكفاءات، إلى جانب الإشكاليات الأخلاقية مثل حماية الخصوصية ومخاطر التحيز في الخوارزميات. ولتفعيل دور الذكاء الاصطناعي في تحسين المرافق العامة، تبرز الحاجة إلى استراتيجية متكاملة تشمل التأطير القانوني، التأهيل البشري، ودعم الابتكار الرقمي. . Summary: Artificial intelligence is an effective tool for improving the quality and efficiency of public utility services by accelerating procedures, simplifying transactions, and enhancing transparency. Its main applications include intelligent diagnostic systems in the healthcare sector, traffic management in transportation, and the use of digital solutions in justice and administration. However, the implementation of this technology faces several challenges, including legal issues due to the absence of a clear legislative framework, administrative challenges stemming from weak digital infrastructure and lack of skilled personnel, as well as ethical concerns such as privacy protection and risks of algorithmic bias. To activate the role of artificial intelligence in enhancing public utilities, there is a need for an integrated strategy that encompasses legal regulation, human capacity building, and support for digital innovation. |
