ملخص
تــهـدف هذه الــمذكـــرة إلى دراسة نــظــام الولايــات الــمنتدبة في الـــجزائـر كـآليــــة جديدة في التنظيـــم الإداري مــــــــع التــركيــــــز على دوره في تــحسيـــــن جودة الخدمة العمومية وتقريب الإدارة من الـمـواطن وقد تـــــم اختيار الولايــة الـمـنتدبة الأبيض سيدي الشيخ كـنـموذج تطبيقي لتحلــيل مدى نــجاعــــــــة هذا النظام من خلال استبيانات ومقابلات موجـهة لكل من الـــــمـواطنيــــــن و الــموظفيـــــــن العــموميـــن . وتوصــــــلت الـــــدراسة إلـــى أن الولايات الــمـنتدبة ساهـــمت فـعــلـــيا في تسريع الإجراءات الإداريـــــــة وتــــحسيــــــن ظروف العمل لكنـهــــا ما تــــــزال تواجه تــــــحديات تتعلـــــق بالـــــموارد البشرية والـــــمــــــالية كــــــمـا أظـــهرت النتائج تباينا في تقييم الأثــر بين الـــــمـواطنيــــــن و الــموظفيـــــــن ، مـــمـا يبـرز الـــحاجة إلـى إعادة تقييـــم الصلاحــيات وتـــــــدعيــم آليــات التنسيق الــمحلـــــي. Abstract This thesis aims to examine the system of delegated provinces (wilayas déléguées) in Algeria as a modern mechanism of administrative organization, focusing on its role in improving the quality of public services and bringing administration closer to citizens. The delegated province of El Abiodh Sidi Cheikh was selected as a case study to assess the effectiveness of this system through surveys and interviews with both citizens and public employees. The study found that delegated provinces have contributed to accelerating administrative procedures and improving working conditions. However, they still face challenges related to human and financial resources. The results also revealed differing perceptions between citizens and employees, highlighting the need to reassess delegated powers and strengthen local coordination mechanisms. |
