ملخص
تتناول هذه المذكرة دور منظمة شنغهاي للتعاون في تحقيق التوازن الناعم في النظام الدولي، من خلال تحليل مكانتها كفاعل دولي صاعد في الفضاء الأوراسي، واعتمادها على أدوات غير عسكرية مثل التعاون الاقتصادي والدبلوماسي بدل القوة الصلبة. وتعرض الدراسة تطور المنظمة من إطار أمني إلى منظمة متعددة الأبعاد تشمل الأمن والاقتصاد والسياسة، مع إبراز الفرص التي تتيحها التحولات نحو نظام دولي متعدد الأقطاب، وما يرافقها من توسع في دور المنظمة. كما تناقش التحديات الداخلية والخارجية التي تواجهها، وتخلص إلى أن المنظمة قادرة على الإسهام في التوازن الدولي بشكل غير مباشر، لكن فعاليتها تبقى مرتبطة بتماسكها الداخلي وظروف النظام الدولي. summary This dissertation examines the role of the Shanghai Cooperation Organization (SCO) in achieving soft balancing within the international system, focusing on its position as an emerging actor in the Eurasian region and its reliance on non-military tools such as economic and diplomatic cooperation. The study outlines the evolution of the SCO from a security-based framework to a multidimensional organization that includes security, economic, and political cooperation, while highlighting the opportunities created by the shift toward a multipolar international order. It also discusses the main internal and external challenges facing the organization, concluding that the SCO can contribute to reshaping aspects of the international balance, but its effectiveness depends on internal cohesion and global conditions. |
