ملخص
تتناول هذه الدراسة اسرتاتيجية األمن اجلزائرية يف سياق التهديدات الداخلية والتحدايت اخلارجية، وهتدف إىل تقييم فعالية النهج اهلجني القائم على اجلمع بني أدوات القوة الصلبة والناعمة، وذلك ضمن بيئة إقليمية مضطربة، ال سيما يف منطقة الساحل األفريقي. كيز على نظرية التسييس األمينيستعرض القسم النظري األسس املفاهيمية لتطور مفاهيم األمن واالسرتاتيجية والتهديد، مع الرت والنهج املوسع لألمن. مث ينتقل إىل حتليل التهديدات الداخلية املتمثلة يف اإلرهاب واجلرمية املنظمة واهلجرة غري النظامية واهلشاشة االقتصادية واالجتماعية، مسلطًا الضوء على آليات االستجابة اجلزائرية القائمة على الردع العسكري واملصاحلة الوطنية وسياسات التنمية. كما ُيخ صص جزءًا من التحليل لدراسة التحدايت اخلارجية، وأبرزها اإلرهاب العابر للحدود والتدخالت األجنبية واملنافسة اإلقليمية والضغوط االقتصادية، موضحًا ثوابت العقيدة األمنية اجلزائرية . RESUME Cette étude examine la stratégie de sécurité de l'Algérie face aux menaces internes et aux défis externes. Elle vise à évaluer l'efficacité d'une approche hybride combinant puissance dure et puissance douce dans un contexte régional turbulent, notamment au Sahel. La partie théorique analyse les fondements conceptuels de l'évolution des notions de sécurité, de stratégie et de menace, en s'appuyant sur la théorie de la politisation de la sécurité et l'approche élargie de la sécurité. Elle analyse ensuite les menaces internes, à savoir le terrorisme, le crime organisé, les migrations irrégulières et la fragilité socio-économique, en soulignant les mécanismes de réponse de l'Algérie fondés sur la dissuasion militaire, la réconciliation nationale et les politiques de développement. Une partie de l'analyse est également consacrée aux défis externes, en particulier le terrorisme transnational, les interventions étrangères, la concurrence régionale et les pressions économiques, mettant en lumière les constantes de la doctrine de sécurité algérienne. Abstract: This study examines Algeria's security strategy within the context of internal threats and external challenges. It aims to assess the effectiveness of a hybrid approach that combines hard and soft power tools within a turbulent regional environment, particularly in the Sahel region of Africa. The theoretical section reviews the conceptual foundations of the evolution of security, strategy, and threat concepts, focusing on the theory of security politicization and the expanded approach to security. It then analyzes internal threats, namely terrorism, organized crime, irregular migration, and socio-economic fragility, highlighting Algeria's response mechanisms based on military deterrence, national reconciliation, and development policies. A portion of the analysis is also dedicated to external challenges, most notably transnational terrorism, foreign interventions, regional competition, and economic pressures, clarifying the constants of Algeria's security doctrine. |
