تناكلت ىذه الدراسة موضوع نظاـ الدفع اإللكًتكين يف اعبزائر كآفاؽ تطويره، من خالؿ بياف اإلطار
النظرم الذم وبكمو ككاقع تطبيقو العملي. كقد مت التطرؽ يف الفصل األكؿ إىل مفهوـ نظاـ الدفع اإللكًتكين كمكوانتو األساسية، دبا يف ذلك أنظمة تسوية كمعاعبة عمليات الدفع اإللكًتكين كأدكات تنفيذىا، إضافة إىل دراسة كسائل الدفع اإللكًتكين من حيث مفهومها كخصائصها كمزاايىا كعيوهبا كأنواعها اؼبختلفة. أما الفصلَت الثاين فقد خصص لدراسة كاقع نظاـ الدفع اإللكًتكين يف اعبزائر، من خالؿ تقييم مدل امتثالو للمعاي الدكلية، كاستعراض جهود ـبتلف الفاعل ُت يف تطويره، كاقًتاح بعض السبل الكفيلة بتعزيز فعاليتو. كما مت التطرؽ إىل أبرز التحدايت القانونية كالتقنية كالثقافية كالسلوكية اليت تعيق انتشاره. كقد خلصت الدراسة إىل أف تطوير نظاـ الدفع اإللكًتكين يف اعبزائر يتطلب تعزيز اإلطار القانوين، كربديث البنية التحتية الرقمية، كترسيخ ثقافة التعامل اإللكًتكين، دبا يساىم يف دعم التحوؿ كبو اقتصاد رقمي أكثر كفاءة كشفافية This study examines the electronic payment system in Algeria and its development prospects by analyzing its theoretical framework and practical implementation. The first chapter focused on the concept of the electronic payment system, its main components, payment settlement and processing systems, and the tools used to execute electronic payments. It also addressed electronic payment methods, their characteristics, advantages, disadvantages, and various types. The second chapter analyzed the current state of the electronic payment system in Algeria by assessing its compliance with international standards, reviewing the efforts made by public institutions and the private sector to promote its development, and proposing measures to improve its effectiveness. The study further highlighted the major legal, technical, cultural, and behavioral challenges that hinder the widespread adoption of electronic payments. The findings indicate that the development of electronic payment systems in Algeria requires strengthening the legal framework, modernizing digital infrastructure, and promoting digital awareness in order to support the transition toward a more efficient and transparent digital economy. |
